Not owed when the cause was outside the airline’s control: bad weather, air traffic control, security, strikes by airport staff. Technical faults and the airline’s own staff usually are its responsibility.

How to claim from WestJet
Send a written claim to the airline within one year of the flight. It must answer within 30 days. If you disagree with the answer, file a complaint with the Canadian Transportation Agency.
Keep your booking reference, boarding pass and receipts for meals, hotels or taxis while you waited. Every passenger on the booking, children with a seat included, can claim the full amount.
